Asbestos testing and removal in Thornton
Thornton follows Colorado's state asbestos rules. Here is what's specific to Thornton, then the state rules every project has to meet.
What's specific to Thornton
- Thornton requires a building permit any time a homeowner or contractor removes or demolishes a building, structure or utility. Applications go through the city's CityView Portal.
- The city posts a monthly building permit report. The April 2026 report (permits issued April 1 to 30) lists five Building/Structure Demolition permits, each issued and finaled with a fee shown as $0.00.
- Four of those five April permits were inside mobile home communities (Valley View on W. Thornton Parkway, Pine Lakes Ranch on Riverdale Road and two at Thornton Mobile Estates on E. 88th Ave., one of them for a porch). The fifth, at 855 E. 88th Ave., was for the Thornton Development Authority.
- Building permits are handled by the Building Inspection Division at Thornton City Hall, 9500 Civic Center Drive.
The state rules that still apply
- Test first if you'll disturb more than 32 square feet of other surfaces, 50 linear feet of pipe or one 55-gallon drum in a house, and before any demolition.
- Crumbly asbestos above those amounts is removed by a state-certified abatement contractor under a state permit ($180–$420 for a house), after a 10-working-day notice.
- Demolition always needs a state demolition notice ($50 plus $5 for every 1,000 square feet demolished).
